For best rate of combustion, about twice that of the amount of hydrogen being used.

In terms of weight, the Oxygen (16) atom is approx. 16 times heavier than the Hydrogen (1.008) atom. Since you have two atoms of Hydrogen to 1 atom of Oxygen, the ratio would be 16:2.016 or 7.94:1.
